I am interested in registering another domain name and found that the name is already taken. When I go to the website, it is just a blank white screen so obviously whoever owns it (and has had it since 2003) has done nothing with it.
Here is my question. Should I:
a) Contact the owner and attempt to buy it.
b) Wait until it expires in July of this year and try to snatch it up then. If I choose this option, how fast would it become available on godaddy (assuming the owner doesn't renew). The reason I ask is because I'm wondering if it is worth the $18 godaddy fee to backorder it.Thanks in advance

Isn't it against the internet law (or whatever it's called) to "squat" on domain names?

Yeah but...good luck trying to get something done about it. The bottom line is the guy can say he bought it to use simply for E-mail and that's usually good enough.

Is it really against the law? I had no idea, which brings up another question. When is it considered "squatting." If I bought a domain (say 3 or 4) and have ideas for them for the future (less than a year) but don't start doing anything until then, is that still squating?
Guess you do really learn something new everyday.

Cases of squatting on domain names really only occur when someone has like 100+ domain names and does nothing with them or if they are using say the .com of a non profit organization that has the .org of a domain name and turn the .com into a redirect to a porn site. This then sends their accidental misspellers to the porn site instead of the actual site they were looking for.
It is not neccessarily (as far as I know) to back order domain names though as most major registrars offer this service. I dont know about GoDaddy, but if you have a domain name expire with RegisterFly (who I used for my domains) they hold it 30 days before "releasing" it to the open market again. It is during this 30 days the the owner can still renew it without having to worry about loosing it. But, like I said, I dont know if GoDaddy does this or not. I am sure if you search around their website enough you can find that info though.
