I've gotten a couple of domains. Play stupid at first. You need to decide up front how valuable that domain is to you and be firm in not going over that price. Unless the seller comes really close and you fell it's still worth it then go for it.
-Set your price

-Feel out the seller: Do some research. How long has it been regged, has there ever been a site there www.archive.org. Does the seller have it parked or is it just the generic page listed by the host when there is nothing there?
-Call the guy up and see if he's interested in selling it: Don't tell him your big plans for the domain. KEEP PLAYING STUPID. Just say you think it's cool and you wanted to make a site.
- Then you have 2 choices. You can let him make the first move and you ask him how much he wants to sell it for or you can make an offer.
- Your offer should be reasonable but much lesson than your maximum. You don't want to insult the guy. -
