How difficult is it for someone who knows programming and CSS to create a custom Blog theme? I've already got the main design ideas but just would like the layout to be changed.

Most Wordpress developers should be able to churn a theme out in a day, if you've already nailed the design.

How much should an average WP theme cost? I don't have the exact design but I would want them to make it similar to a design that I already have.

If you already have a design and the CSS code behind it. It should only take a day or two. Anywhere from $300-500 for a simple conversion.

Ben Bleikamp does great custom wordpress themes and his personal website is http://bleikamp.com His starting price range is about $1200 though.
Most PHP coders should be able to modify wordpress to what you are looking for. A dedicated wordpress developer is going to be more expensive because of the specialization.
TemplateMonster.com also has some nice wordpress templates for ~$50.

Erm I'm really not sure about how much it would cost for design to code.
But I managed to find a 15 year old genius to do my blog redesign. He's designed a completely new logo, and theme for Wordpress, he's gonna code it all in HTML, CSS, Java and AJAX (which will be a new feature in my blog), all for only $250! I've got a right bargain. I think this may be a one off price as he's raising it, but it won't be too much higher.
I can't show you the end product at the mo, because its a surprise, but hopefully should be finished off within the week

How much you looking at paying?
I could prob give it a go, i have only played around with wordpress once over a week when looking at how hard it would be to do a custom design... didnt look that hard, even though if i was to do it, it wouldnt be the best but im sure it would be enough...I wouldnt mind giving it a go over my week easter holidays
Its up to you if you want something cheap though...
