Is it against the TOS to ask people... like YGG... to digg an article, etc?

It's a gray area. Some say they encourage it, sometimes they whack your account for it. You can't ever tell. Best thing to do is just add friends to your profile and digg each others submitted stories.

Dugg.
I'm much more impressed by Reddit lately. Its much easier to make it to the front page on there than Digg. Even if you don't you still get 50 or 100 uniques.
Submit it to reddit and I'll give you a point on there.
